16. ਪਰ ਮੈਂ ਆਖਿਆ, ‘ਇਹ ਰੋਮੀਆਂ ਦਾ ਕਾਨੂੰਨ ਨਹੀਂ ਕਿ ਜਿੰਨਾ ਚਿਰ ਮਨੁੱਖ ਆਪਣੇ ਤੇ ਦੋਸ਼ ਲਾਉਣ ਵਾਲਿਆਂ ਦਾ ਸਾਮ੍ਹਣਾ ਨਹੀਂ ਕਰਦਾ ਅਤੇ ਉਸਨੂੰ ਉਸਦੇ ਖਿਲਾਫ਼ ਲਾਏ ਦੋਸ਼ਾਂ ਤੋਂ ਆਪਣੀ ਰੱਖਿਆ ਕਰਨ ਦਾ ਅਵਸਰ ਨਹੀਂ ਦਿੱਤਾ ਜਾਂਦਾ ਉਸਨੂੰ ਹਵਾਲੇ ਨਹੀਂ ਕੀਤਾ ਜਾਂਦਾ।’
