23. ਭਾਵੇਂ ਏਹ ਗੱਲਾਂ ਮਨ ਮਤੇ ਦੀ ਪੂਜਾ ਅਤੇ ਅਧੀਨਤਾਈ ਅਤੇ ਦੇਹੀ ਦੀ ਤਪੱਸਿਆ ਕਰਕੇ ਬੁੱਧ ਦੀਆਂ ਭਾਸਦੀਆਂ ਤਾਂ ਹਨ ਪਰ ਸਰੀਰ ਦੀਆਂ ਕਾਮਨਾਂ ਦੇ ਰੋਕਣ ਲਈ ਓਹ ਕਿਸੇ ਕੰਮ ਦੀਆਂ ਨਹੀਂ।।

23. ਇਹ ਨੇਮ ਸੂਝਵਾਨ ਜਾਪਦੇ ਹਨ। ਪਰ ਇਹ ਨੇਮ ਮਾਨਵ-ਸਿਰਜਿਤ ਧਰਮ ਦਾ ਅੰਗ ਹਨ। ਉਹ ਲੋਕਾਂ ਅੱਗੇ ਨਿਮ੍ਰਤਾ ਦਾ ਦਿਖਾਵਾ ਕਰਦੇ ਹਨ ਅਤੇ ਉਨ੍ਹਾਂ ਤੋਂ ਆਪਣੇ ਸ਼ਰੀਰਾਂ ਨੂੰ ਦੰਡ ਦੁਵਾਉਂਦੇ ਹਨ। ਇਹ ਨੇਮ ਲੋਕਾਂ ਨੂੰ ਬਦੀਆਂ ਕਰਨ ਤੋਂ ਰੋਕਣ ਵਿੱਚ ਮਦਦ ਨਹੀਂ ਕਰਦੇ ਜੋ ਉਨ੍ਹਾਂ ਦੀਆਂ ਪਾਪੀ ਇੱਛਾਵਾਂ ਕਰਨੀਆਂ ਚਾਹੁੰਦੀਆਂ ਹਨ।
